understand she is in critical condition at this hour. i spoke with neighbors here in the chase development where she and her family live. they had just moved into weeks ago and she is a student at the middle school and about 1 mi. away from here. in nice family, they are all in shock and they say that this stretch has needed stop signs for years. they complained to the city council and others that they need stop signs because people come barreling down at all kinds of speed and i know that first hand because i live here in novato myself. >> will check in again if there are any updates >> a little bit of the wild west, a little bit 21st century crime wave after race chaotic chase in san francisco yesterday. tonight we're learning more about the crime trend that led to the mess.

>> police tell me they're looking at a new phenomenon these days. robbers do not even wait for you to take the time to go through your pockets and pull out your wallet, they're going straight for the electronic devices. yesterday woman was on her ipad when she was mugged. >> every day we see robbery's and our department is trying to combat the problem >> the problem is the theft of electronic property. police say they gave chase after a trio of robbers took the woman's ipad and back pack at pete's coffee shop. as they sped away the suspects ran into several cars and motorcycles and even sideswiped one of our news vans. our photographer was shaken but not hurt. three others were hurt were the chase ended at a playground including this man who was

trapped in his car for a short while and a boy was hit by flying debris. all three face robbery and conspiracy charges and the driver faces us additional charges of speeding and drunken driving. this all comes in a city that prides itself in reducing crime >> what we're seeing is the robberies involving electronic devices >> so far this year police have reported more than 2000 robbery's >> of those, 1199 involved smart phones. that is quite an alarming number >> not to mention laptop and ipad >> that is right >> is that increasing from last year? >> i do not know if it has increased from last year, i just have the cell phones statistics. we see that when people do resist they become more violent

and they do attack victims. >> i'm told by employees that a woman came back here this morning. she said she got back for ipad. >> other bay area headlines, a man fleeing the oakland police crashed into a tree this morning and then ran and hid in a neighborhood. two local schools were put on lockdown until the man was found and arrested. >> the last standing occupy camp in san francisco has been taken down. officers moved in on the campsite that was on market street. they have been warned for weeks to clear out. dozens were arrested and released. campaign 2012 and the first votes for president are now being cast. iowa began early voting and the boaters to show up at county offices will be able to cast

their ballot. iowa is one of early states, 30 states allowing early voting. october 9th is when absentee ballots are mailed out before the third day in a row, president obama and mitt romney campaign in the same state. the president promoted a new plan for jobs promotion in virginia beach while romney focused on the debt in springfield. >> california voters will consider to measures to raise taxes for education. which one is better for schools? >> is hard to say which one is exactly better for schools because it depends on what your view of what works best in government. do you think should handle the money, who do you trust and how much you want to pay? let's compare proposition 38 and 30

>> guarantees politicians cannot touch it >> proposition 38 is waging a new campaign to funnel billions to our schools. attorney molly maunder is the biggest backer spending $20 million of art. she says the money will not go to the general fund but directly to the schools k through 12 and to early childhood programs. >> the money in 38 for the schools is barricaded from sacramento >> prop. 38 would raise the income taxes for almost anyone on a sliding scale. $75,000, you pay $1,082. 150,000, shell out 2700 in taxes and this will last for 12 years >> governor brown wants voters to support his ballot initiative, proposition 30.

it raises sales tax a quarter percent for the next four years and raises income tax on those making more than $250,000 annual for the next seven years >> proposition 30 is pretty simple. a temporary tax, the money goes into a fund that can only go to schools. >> a political expert says the governor can only guarantee that money will go to education this year because it is in the budget. >> after that it is harder to say, the money goes into the general fund and the governor and legislature despite what it will be spent on and it is hard to say what will happen in future years the proposition 38 as a pretty good job of walking away money for education so however much it brings in, most of that money will probably go to education >> while they are both temporary, proposition 30 taxes

>> crime is on the rise in what was once considered the safest large city in the country, san jose >> now neighbors want to take matters into their own hands in the wake of a dwindling police department. >> neighbors who live in this area say you can hardly walk a block or go to the library or walk to school without being confronted by gangs, drugs, or prostitution. just south of downtown san jose

is a washington neighborhood, one of the oldest in the city and lately, a haven for the profession >> we have seen a surge in prostitution >> it is blatant prostitution where they're wearing high heels and practically wearing nothing >> he says it is happening right next to a library, a youth center and washington elementary school. >> it is very very bad >> 1 mother says besides prostitution there's also the threat of gangs and drugs. >> i have my children in the school >> currently we do not have any cars working a prostitution detail >> police say they once had the resources to keep a lid on

prostitution and other crimes but with violent crimes including murder surging, those are gone >> we are forced to go ahead and focus our efforts on reallocating and providing cars so we can deal with the most violent crimes occurring in the city >> residents say now more than ever it is up to them to take control of the neighborhood >> when they see a car slowing down and they take a license plate and call police, it is our neighborhood and we are the eyes and ears of the neighborhood >> police are telling neighbors to only be the eyes and ears and not get more involved. down the road toward the prostitutes really hang out in the evening hours. the message is they're not going anywhere in the neighbors are planning to fight and stay.
